    [PATCH] [C++] Fold scalar CONSTRUCTORs in template initializers
    
    Aggregate constructors in a template are already folded, so
    store_init_value still leaves them alone.  A braced scalar is also a
    CONSTRUCTOR, but it has not been digested, and constant evaluation then
