    [PATCH v2] vect: Widen NITERS if the VF may not fit its type
    
    Without partial vectors, the vector IV step (VF) and the skip-vector bound
    (VF - 1, plus 1 when peeling for gaps) are built as constants of the NITERS
    type.  With an 8-bit loop counter and a VF of [16, 16], a 2048-bit SVE
